"Real democracy is telling people what they do not want to hear,"according to what George Orwell wrote in his book Animal Farm.This is reconcilable in dictatorships, but in Western democracies this is quite controversial and problematic as most constitutions safeguard freedom of expression. In 1948,Charles Malek affirmed that everyone is entitled to their rights to freedom of expression as stipulated in Article 19 of the U.N Charter.
How is the relationship balanced between censorship versuing free speech in Germany?, the media expert on censorship and co-author and editor for many books, had tackled this tug of war between the public and the state at a conference that was held at the Goethe Institute on Sunday, 11 November. Free speech is very healthy for a true democracy, but what about hate speech and exnophobic slander?

The most difficult and the hardest to prove is self-censorship, the internalization of what is implied to be prohibited.Post-censorship that passes through the index system by the Bundesburg where a media outlet is totally banned by court or federal law.The index system was applied to 15,000 comics, books, magazines, websites, etc. In Germany, books that condemn the Holocaust and incite animosity against Jews or Zionism are automatically condemned and banned;wheras, in America, books about terrorism are confiscated as a counter-reaction to September 11.
Motion pictures such as Devil Dead was banned in 1984 and Brain Dead Dean was banned in 1999. In the 1980s, heavy metal music was indexed because of the usage of violent language and rap music because it advanced violence against women. Internet is not free as up to 1500 websites have been filtered so far on Google sd. Another problematic aspect is what is forbidden makes the item more attractive. There is a tug of war as the consummer has the right to purchase any product of their choice, but the producer should be punished if he or she harms the public or does not serve the public interest. The government is condemned if it is liberal in its media policies and when it imposes restrictions it is also attacked.
